Tommy has more than 32 years of professional experience as a Water Industry Executive, airline senior manager, non-profit Executive, Naval Officer, and Water Industry Consultancy. In his consultancy roles, Tommy has served clients on projects for metering system performance, utility billing & collection performance and benchmarking, business case analyses, IT/OT assessment, and AMI implementation. Tommy’s work brings vast knowledge in all aspects of the Meter to Cash model with emphasis on organizational change and technology implementation. Tommy previously directed a large-scale meter to cash operation at the City of Houston Public Works and Engineering where his responsibilities included the city’s utility systems customer experience, automated metering services, meter system asset management, Information Technology platform, the municipal street and drainage utility, and billing and collection services. Under his leadership, $1.4 billion in revenue for the city of Houston was generated annually.
